Programs




Support for applied research will be very important to create discourse and policy in the Governing of Aceh and Indonesia, and this will be done by SCAD_Independent Aceh to support the Government in improving the capacity of democracy. In particular, the focus of the programs SCAD_Independent is:

1. Democracy
Government that is democratic, transparent and accountable is a public demand. At the most minimal level, democracy requires free and fair elections. Thus, democracy allows citizens to choose leaders who are deemed most worthy of representing themselves. But in reality, the system of elections (elections) and the local elections (elections), which is currently not automatically ensure democracy work. Elections and electoral systems that exist today are also not also necessarily reduce the possibility of the structure and practices of an authoritarian government. In fact, a fair competition in elections and local elections, inclusive political participation and the protection of civil liberties (civil liberties) is also a prerequisite to ensure that democracy can work.
From the aspect of governance, decentralization has given autonomy to the local government authority that allows the area to control the policies and greater resources. The challenge for local government is no longer of insufficient funds, but how the funds are utilized so effectively.
Departing from the situation, then Democracy Program seeks to encourage an increase in the quality of the general elections and local elections as well as ensuring that there are elections and local elections conducted freely and fairly, which then results in a transparent and accountable government. Efforts to promote democratic governance, responsive and accountable This is done through:
a. Organizing promotional campaigns accountability of funds by political parties and candidates.
b. Election Advocacy governance.
c. Supports civil leadership responsible leadership, increased participation of civil society and encourage transparency and fiscal responsibility.
d. Provide support and assistance to the Government of Aceh to implement the Plan of democratic governance, public participation, enhancing the quality of public administration.
e. Supports local leadership to achieve the reform of public services and improve government performance.
f. Facilitate understanding and better public participation in the democratic process. This will include providing support to the House of Representatives earlier Aceh (DPRA) and the House of Representatives District (DPRK) in an effort to improve the quality of procedures and data storage systems, and public knowledge of the role of the agency following the various processes.
g. Support the Government of Aceh implement electoral process (Election) and local elections (Election) is good at all levels of government, civil society support in analyzing and monitoring the quality of the electoral process, and encourage citizens to understand the democratic process and be involved in the process.

2. Law Reform
With legal reform, SCAD_Independent will support capacity building of legal institutions in the courts and at key institutions to government partners. Escorting the process of forming laws in Aceh and district levels of government. In collaboration with relevant institutions, SCAD_Independent will try to improve ease of access to justice for the poor and marginalized. SCAD_Independent will also continue to support institutions that aim to enforce the law.

3. Human Rights
The consolidation of democracy requires strong institutions that function synergistically with the pillars of democracy. Relying on the general election and the elections were not enough to produce a democratic political system, because the real genuine democracy requires respect for civil rights, the recognition of the principles of equality and diversity, especially for minority groups. Unfortunately, efforts to respect for diversity and equality are not completely done. Various policies that do not accommodate the diversity of post-reform emerged until now, in various corners. In their own community, began to emerge acts of repression and coercion in the name of truth and belief. The situation is growing doubt for others to express the diversity and differences. In fact, Indonesia's ethnic and cultural diversity is an asset that can strengthen the unity and integration.
The program specifically aims to create an enabling environment for citizens, especially those who are vulnerable and marginalized to gain equality and justice.
a. The program supports marginalized groups to have access to justice-are embodied in legal aid services.
b. Advocacy for Legal Aid Act.
c. The development of support systems for human rights defenders and victims of human rights violations.
d. Advocacy against the rules and laws and discriminatory practices that limit minority access to public services.
e. Fostering a culture of tolerance and conflict resolution non-violence, including facilitation and advocacy for the protection and fulfillment of economic, social, and cultural.

4. Corruption
This partnership is a strategic framework for anti-corruption efforts in Aceh Indonesia in general and in particular, aimed to help promote sustainable anti-corruption stance. The focus of the plan is:
a. Support the anti-corruption strategy and priorities the Government of Aceh by enhancing implementation, policy dialogue and enhance Indonesia's capacity to oversee anti-corruption efforts.
b. Improving the system of governance in Aceh to ensure transparency and accountability in funding the development of Aceh.
c. Developing activities that can help the government eradicate and prevent corruption.

5. Gender Equality
Government of Aceh in particular and Indonesia in general has a strong commitment to advancing gender equality and women's empowerment. However, progress has not been so real and the challenges still to be faced. For example, the level of gender inequality women are not adequately represented in leadership positions through direct election and management positions in the public service. The challenge is to find ways that are practical and effective way to reduce inequality and ensure that women and men benefit equally from development.
Gender equality will be one of the priorities of SCAD_Independent. In the government achieve its MDG targets, strategic partnerships will strengthen the programs that are running and promoting gender equality, in accordance with the conditions in Indonesia and in line with the priorities of the Government of Aceh.
a. SCAD_Independent will ensure that gender analysis is included in the formulation and implementation of any new programs or ongoing programs.
b. Input from a gender expert will be asked when assessing such programs.
c. SCAD_Independent will also ensure accountability for better integrating gender equality principles in a program to include it as one of the indicators of performance measurement program implementation. Furthermore, indicators of gender equality will be clearly incorporated into the framework of the monitoring and evaluation and reporting to the authorities via the Performance Measurement Framework.
d. SCAD_Independent will explore the potential implementation of gender equality activities (such as data collection that included gender, test gender sensitive budgeting, or assist the implementation of the processes of gender justice in the offices of community service).

Commitment to promoting gender equality requires a good understanding of gender issues in society, as well as policy and applicable law in the State of Indonesia and Aceh in particular. So, SCAD will provide the Independent Advisor and dedicated team that examines and analyzes gender issues, which are also responsible for gender issues, and who will identify the needs and contributions that must be associated with ideas of gender. Independent SCAD will also ensure gender advisor can be easily contacted.

6. Civil Society
SCAD_Independent will actively build relationships with community groups and individuals in Aceh in order to increase public participation in the democratic process and a desire for reform. In Aceh, a number of non-governmental organizations play an important role in shaping public discourse and help the reform of the government of Aceh and District/ City. Recognizing the important role of Islamic organizations in the development of Aceh, SCAD_Independent will strengthen existing partnerships and create closer ties with organizations that honor the diversity of Islam, as contained in the Law on Governing Aceh and listed in the MoU Helsinki.

7. Harmonization Between Donor and Human Resources
These centers on a series of programs in various sectors, especially in the sectors of Democracy, Law and Human Rights, Gender Equality, Education and Human Resources, Religion, Social, and Cultural Rights, and decentralization. Donors can contribute and cooperate in the implementation of the program through a multi-donor funding or bilateral activities related to the sector in question.
SCAD_Independent will provide sufficient time and resources for the partnership program. Applying the principles of partnership in the implementation of the program, requiring cooperation at every step of the program cycle. SCAD_Independent objective to focus on the design, planning and execution of joint requires new approaches in formulating and implementing programs based on a more thorough understanding of the planning and budgeting system prevailing in Aceh.
SCAD_Independent will provide human resources in each region in order to better understand the existing systems on the Governing of Aceh. The resources of this program will improve the understanding of decentralization in Aceh atmosphere by analyzing systems (budgeting, public expenditure management, decentralization and capacity), look for the cause of inhibition of public services and economic growth, in order to enhance the ability of SCAD_Independent to support the system in a state these conditions.
SCAD_Independent will conduct research on the program will be executed and that have been implemented, which will be very important to create discourse and policy making in the Governing of Aceh, including in districts/ cities in Aceh. And this will be done by SCAD_Independent Aceh to support the Government in improving the capacity of democracy.
